In recent times I have been studying certain things for homebrew campaigns, and I came across the Apparatus of Kwalish and Vehicles.
I had a few questions.
First, should the Apparatus of Kwalish be reconsidered as a vehicle? Second, is there any way to make homebrew vehicles? Third, could I transfer the data on the Apparatus onto a vehicle stat block?

It clearly says it can be used as a vehicle: "To be used as a vehicle, the apparatus requires one pilot. "
Yes, just make it an item. But D&D Beyond does not have do a great job of this.
Yes, but you can not publish it as it would be too similar to the Apparatus. You can only use it for your private game.
I'd push back only on item 2. Homebrew vehicles are no currently supported, and making an item that replicates a vehicle wouldn't really work, as you can't track item HP, add actions to an item, etc.
I, for one, would like to see the apparatus represented as a vehicle.
The apparatus is an item because it was released before D&D had vehicle rules. It operates using its own rules rather those currently used for vehicles and DDB can't put it in the vehicle category until WotC does so first (same as wagons and carts)

You can't currently make homebrew vehicles.
