I hope this isn't too stupid a question but I'm trying to set up a 5th level character for fun to use in future games should I get the chance, I've picked Eldritch knight but I can't seem to access certain spells, is this a bug or is it something else? The description says I should be able to access spells from the wizard listing but all I have are very basic first level and cantrip spells.
Am I just a dumbass in thinking about giving this fighter a Lightning Bolt or is it something else?
A fifth level eldrich knight should be able to learn two cantrips from any school of magic, plus up to four spells of 1st level from the schools of abjuration and evocation.

The Eldritch Knight subclass description includes a table showing you what level spell slots you have and how many of each. You don’t get access to 2nd level spells until 7th level, and 3rd level spells at 13th level.
At 7th level Warlock you can have nearly at-will combat teleport.
Warlock, Pact of the Chain. At 7th level, take the Relentless Hex invocation.
"Your curse creates a temporary bond between you and your target. As a bonus action, you can magically teleport up to 30 feet to an unoccupied space you can see within 5 feet of the target cursed by your Hex spell or by a warlock feature of yours, such as Hexblade’s Curse and Sign of Ill Omen. To teleport in this way, you must be able to see the cursed target."
But ... the key here is that you don't have to cast Hex on an enemy. Cast it on your imp familiar. At 7th level, your hex will last 8 hours.
Then teleport around as much as you want.
Also, of course, if you want "lightning" attacks, you could flavor Eldritch Blast to look like lighting bolts.
If you pick Eladrin (elf) as your race, you get a racial Misty Step once per short/long rest.
Plus, you can have Misty Step as a spell.
There's also the Fey Teleportation racial for elves that gives Misty Step once per short/long rest.
Or, the Warlock's Archfey patron has a Misty Escape feature at 6th level that gives you a Misty Step once per short/long rest if you take damage.
Or, heck, just go wizard (maybe bladesinger?) and use Misty Step a lot.

Ah thank you for that, I'll have to find some other way to mimic teleporting and zapping people with lightning.
