I would take a loose object to mean something that is not in anyone's possession, and is not securely affixed to a surface. So, something you don't need to roll to grab. It could be close enough that someone could probably be allowed a reaction to grab your hand when you go to grab the loose object, but you don't need to roll to grab it in the first place.
Someone drops their weapon? It's a loose object. Fire poker resting by the fireplace? Loose object. Axe mounted above the fireplace in a fancy decorated mounting? Not a loose object, requires STR or DEX to grab without bringing the whole thing down. A satchel over a character's shoulder? Not a loose object, requires Stealth or Sleight of Hand to grab.
What would constitute a "loose object?" Would that mean an object that's hanging off of a character, such as a Bag of Holding?
