Polyhedral dice is the easiest answer if you don't know what they own or want. There are lots of different dice available, just look for a full set in a color/style/material that they may like.
It really depends on how much you're looking to spend. It's an old truism about tabletop gaming of any kind that having a crack habit is cheaper- there are a lot of ways to spend money on this hobby.
Dice are nice, especially if (budget allowing) you can get some high-quality precision engineered dice or a pewter set. If your brother likes painting, brushes and paint supplies are good, particularly if it's stuff he doesn't already have. A hand-painted mini for a current or favorite character is a great gift. And if all else fails, Tasha's Cauldron of Everything, the newest supplement book, is being released November 17th. Though you'd probably have to talk to your brother to make sure he doesn't buy a copy of it himself, which risks giving away the surprise.

"Canon" is what's factual to D&D lore. "Cannon" is what you're going to be shot with if you keep getting the word wrong.
My brother in law gave me fantasy RPG themed coasters for Christmas. Wouldn't have thought to get them myself as I actually have several coasters as is, but they are my absolute favorites and rank amongst the most thoughtful gifts someone has given me.
