Apparently Bank-Side of Paypal denied I had any issues with my account on their end, and sent me to security verification. They told me that typically that sort of message ("We're sorry but we cannot offer you Paypal Credit at this time, please choose another funding source") only happens with "un-trusted or insecure sites" but that it typically only happens with Paypal in it's entirety, as opposed to JUST Paypal Credit, but that regardless, they couldn't override it, and it would have to be something I'd have to discuss with D&D Beyond's Support. I signed up for a support account and sent the info along including a screenshot of what happened when I tried (Paypal also had me clear my cookies, and try 3 different browsers, with the (expected) same results so it's not a cache/cookie issue).
As I expected, they didn't get back to me before the sale ended, so I bought the 3 main books I needed at the last minute, we'll see if anything is done in the future but I don't hold out much hope. While I'm aware everyone is stretched thin this year and during a sale is not the best time to try and receive support, it is what it is. My perceptions of the company and it's level of care are basically now forever tainted, and I will strongly consider just buying books elsewhere such as Roll 20, or just a physical book from now on.
Thanks for the time and attention of anyone who happens to read this. Buyer beware I guess, some things are "too good to be true". I don't know who's to "blame" for this, as I expect Paypal and D&D Beyond will toss blame back and forth on each other, which is what normally happens in these cases. C'est la vie.
I bought and gifted a bunch of books to a friend who had a similar problem, he paid me back, issue solved. I realize that doesn't help you now, just wanted to mention it for future reference. I used Paypal too, so the "untrusted or insecure sites" possibility seems unlikely to have anything to do with this.
That aside, as @Namine223 said the value of the books you already own gets deducted from the cost of the bundle they're part of when you buy the bundle in its entirety. In practice, any discount on books is a discount on the bundle as well. I don't think you'll ever get a better offer than 33% off, so the only reason not to buy a bundle on Cyber Monday would be those books in it that don't get discounted. Personally I don't think those are interesting enough that the bundle discount on future purchases is enough of an incentive to go for it, but that's just me. Either way, I say look at the positive: you got the books you need at the best possible price after a year of holding off on them and no purchase you might make in the future is going to change that. ;)
I've seen 40% on Labor Day last year, at least on the sourcebook bundle, sadly I imagine we'll never see that like again, the World Being What It Is Now. The entire point of using Paypal Credit was to get the option to pay it over 3-6 months, which was the only way I was going to be able to afford it. As for " "untrusted or insecure sites" possibility seems unlikely to have anything to do with this." I can only tell you what Paypal Security told me. There is an issue that D&D Beyond needs to work out with Paypal, or they need to remove the Paypal Credit click on their site and make clear it doesn't work with D&D Beyond. The fact that it DOESN'T work when it's worked with almost the shadiest sites I've ever used on the Internet makes me vaguely suspicious however, Paypal likely has a reason for disabling it, if it's on their end...
A quick Google search for "D&D Beyond Labor Day sale" tells me it was 15% off bundles this year, so I expect you're right never to see anything like 40% off again.

I knew when I typed it someone would go google it. I didn't mean this JUST PASSED Labor Day, but the one the year previous to that, but yeah, and it might've been 35%, but it was at least 30%, the number "3" was there...heh.

I didn’t question what you said, and I did see you refer to *last* year. But if the discount went from 30-40% last year to 15% this year, I agree it’s not likely to be 40% any time soon.

I'm upset I missed that one but I saw it a day later and of course it was ONLY for the one day. On the one hand having the 20% site-wide on all books was nice, but was nicer for those purchasing individual books than it would've been for the bundle, but traditionally ONLY the bundles have been discounted so...
I keep hoping they will have a sale on dice. I'm a completionist and them sitting there unbought bugs me but the price is just a little higher than I'm willing to pay for them. Especially with the current limitations of showoff cool factor not being usable except in person by passing around my tablet.
Yeah the trick is the fuzzy calculations in the middle. If my dang Paypal Credit would work, I would just go ahead and buy the bundle.
Well,
post-sale report for anyone who cares:

Yeah and "in person" anything is..basically a non-starter for a while. All my game groups have moved online.
