I have bought the subclasses section from TCoE and I was wondering why the optional class features were not showing up. I did enable them in the preferences section on the character builder. I was assuming since i bought the subclasses section that it would include the optional class features since there wasn't an option in the marketplace to buy them separately. Any thoughts?

If I remember correctly, unfortunately, if you wish to use Optional Class Features, you will need to buy the whole book. I think they are treating OCF as an all or nothing item that is part of the whole book rather something that can be broken down and sold as piecemeal content like subclasses, races, items, and spells.
In case I did not remember correctly and they have addressed this, please make sure you are reading all the tabs and toggles carefully, as a quite a few people seem to not notice the tabs and toggles. For the OCF, after you have enabled it in the <Home> tab of the builder, you also need to go the <2. Class> tab and select <OPTIONAL FEATURE MANAGER> to finetune your class features, just like how you need to go to the <1. Race> tab and select <ORIGIN MANAGER> if you want to finetune racial features. If you have already tried this and OCF does not pop up for you, then I think I remembered correctly that you would need to buy the whole book in order to enable OCF.

You'd have to reach out to support to see what your options are. I know there is a lot going on under the surface to develop the infrastructure of DDB with a better feature system that may open up other options but there's no sign of that since the developer updates stopped.
I figured out what was wrong. I thought that I would get things like Tasha's dedicated weapon for monks with the subclass purchase. Looks like that stuff is not included. I would need to get the whole book for that stuff. I did find the subclasses are available to me.

I've found that the cost of the a la cart purchases are deducted from the cost of the full book
