Phb+1 us still the rule. And my understanding of that rule is its whole point is to keep options limited no matter how many books they make. This will probably help with them not having to worry as much if a new book is balanced with every other book in mind.
Also, I believe every section of the builder has filters so you can have inky your phb+1 shown.
A hexbade snek unfortunately breaks the PHB+1 rule. It has Warlock (PHB) + Yuan-ti (Volos) + Hexblade (XGE). You can drop either one of the supplemental books and the character is legal. Remember though. AL characters have to start at level 1, must use either Standard Array or Point Buy for their ability scores, take class-background gear, and if using a monster race from Volos join a specific faction.
There is a bright point though! As long as you keep the same name though the iterations you can rebuild your character as much as you want before your first time playing it at level 5. This will let you try before you buy so to speak.
And while background are not subject to the PHB+1 rule, feats, spells, race variations, and class expansions (like warlock invocations) are.

If I have this right, Adventure League only lets you have the players hand book plus one other expansion, right?
What's the actual verdict on this now Xanathar's is out? Because I'd love to be a Yuan-ti hexblade.
It's almost impossible to figure out exactly what's from what book on Beyond, I'm probably already breaking the rules without knowing it.

Wizards have put out an official ruling on how to use Xanathar's. Saw it on Twitter I think, so probably on their website.
Start with a hexblade of any standard race and go play some Tomb of Annihilation. You may be pleasantly surprised by the results.
