I've been thinking about having a Dracolcih as the BBEG of a campaign I'm making, but when I looked up how to make, The Adult Blue Dracolich has a higher CR then the Adult Blue Dragon, but I can't find out why. Can someone help me with this?
The Dracolich is slightly better in a lot of things. It has better saves, and higher save DCs. It has magic resistance, necrotic damage resistance and poison damage immunity. Perception is higher, proficiency in general is higher.
Is that enough to bump the CR by a point? Not entirely sure about that, but the differences do matter.

Yeah, I was wondering though, because And Adult Blue is 16 and an Adult White is 13, would that be 17 and 14, or does CR change in a certain way?
Yes, they have a +1 to CR upon becoming a dracolich.
