Well, I assume it wasn't really thought through but that that's what it'll come down to when the designer does think it through, although the Dhampir lineage might (is likely to) get nerfed a bit before official publication and the two might become more convenient to combine. It's the only simple solution, and simple and streamlined is 5E's guiding principle. Having to explain how specific combinations of abilities end up using parts of both or something similar is far too complicated.
In practice the vampiric bite is your default, and if you choose to rage and manifest the bite that takes over.
