Government Vs. Powered

This is a superpowered homebrew campaign called "Government vs. Powered". I will help you make a homebrew class or you can use one off of D&D Wiki. They're no magic in this campaign but there is superpowers in this campaign. In the campaign you will start on 2360, April 6th at 8am on your way to prison where your powers are restricted.

Here is the lore behind it.

In the year 2000 a major asteroid nicknamed "planet destroyer" was on course to hit earth and annihilate earth and all of life as they knew it. While trying to find ways to avoid this they sent a satellite drone to the asteroid to see what it was made of to see if they could nuke it. When the drone came back with the sample they ran it through many test, but they came back inconclusive. They then realized it was made of an element that they didn't know existed. The government decided to nuke it and collect them in shuttles to take them back to earth. The mission was a success and with this mission they harvested this new element. They ran test to see what the new element can do, but while running the test the government figured out that it was alive but not in the normal sense. A scientist named Floyd Diesel was doing an experiment to see how it was alive and he figured out it had DNA that was self healing. So he mixed the element that they called Dieselium (Ds) with his blood in a vial to see what happened. What he saw was incredible so he gave the vial of his blood mixed with the Ds to the Government. They saw that Ds was making the blood pure and killing off all bad things things in it. So they did another test by putting it into a cancer patient and the Ds starting killing off the cancer but also starting adding onto the patients DNA making him have electric powers creating the first power person. The patients name is Lyne Sky and she was trained by the government to become the first superhero making crimes across the U.S come almost to a halt. Fast forward to 2300 half of the population have the Ds gene in them. But in a major fight Between a hero name Laker and a villain named Shepard destroyed Hawaii. The civilians started to protest the arrest of all powered people due to over 1 million powerless people died. The normal civilians saw the hero's just like they saw the villains. The protest of over 4 billion people caused the president to pass the "Normalize Act of 2300" which would put superpowered people in jail or even kill if caught using powers. This went on till 2360, April 6th were over 2 billion powered people were killed and over 1 billion powered people are in jail.
