official content is allowed, homebrew would have to be run by me, and monster races are fine as well, players start at level 4 with 50 gold and an uncommon item to start.

im fairly new to DMing only a few games, as a player i have played for about a year though and enjoy having fun, and if something is creative typically if it is not outside the realm of possibility i will allow it.
