Shortly after taking off on the flying carpet the wind picks up a little, no longer a breeze but nowhere near storm conditions, consider it a medium wind, enough to blow your hair and cloaks about. And the cloud cover increases to at least 3/4.

The novelty of flying on a carpet is that you can adjust your altitude so that the scale of the land passing by below you matches that of your maps making it very easy to travel to the ancient elven temple. It's just the weather that's not cooperating. You must be flying into a storm as the cloud cover increases the closer you get, and the rain is now a medium and steady drizzle by the time you see the small hills on the horizon that mark where the ancient elven temple was discovered.
Neglecting to mention that they could fly above the clouds if it were not for the need to use landmarks to find their destination, Randall brings them in for a landing at a likely nearby spot and shakes the rain off the carpet as much as possible before sliding into his magic bag of holding.
”Let’s go,” says the cleric simply as he starts walking towards the temple site.
Pepin, happy to be on the ground again, follows as well.

You find the site easily as the elves have set up a number of tents near the site of the ancient temple. They want to keep a close eye on things as they work to reclaim the abandoned temple.
The wind remains at medium strength but the rain is now a true and proper deluge, it's raining 'cats and dogs.' The ground is muddy and small rivulets crisscross every several feet.
Not minding the rain now they are on the ground again Pepin walks towards the camp looking for someone who seems in charge.
