(so usually I''ve used survival plus the tool bonus (proficiency bonus) for navigation rolls, since survival is most applicable skill)
SO for cassandra, its +5 survival +2 tools-

Capt. or First Mate rolls a survival +navigation tools bonus, if applicable for steering the ship.
someone rolls perception hourly as a lookout. if you are in the crow's nest, you get advantage.
