Quill growls in annoyance at the one creature escaping but then will climb down the building and move to Kobold 4 and try to disarm whatever is ticking and making them go boom. "Everyone stand back if this does not work."
With the ticking getting louder, it is pretty easy for you both to identify the source. Quill manages to defuse one of the explosives, and Josias manages a surgical cut that stops the ticking on the last remaining kobold.
Out of the dwindling fog, three Crownsguard emerge, their mail and swords glinting in the light of the fireworks still going off in the Upper City. From behind them, a bald gnome in splint mail with a well-groomed goatee and mustache that is curled up at the ends steps forward with a scowl.
"By the Law Bearer, what a mess... You there! Step away from those corpses! This is a crime scene!" He calls, pointing at Quill and Josias. "Seeing as the fugitive has escaped, we'll have to start an investigation here... Hm... I take it all this carnage is your handiwork? Adventurers, hm? I am Watchmaster Bram Gulchswattle. Please, tell me everything that has transpired here, and -"
His eyes fall on Ambre and he blinks with some surprise. "Why, Ambre Rotz, is that you? My girl, are you alright? What happened here?"
Ambre, you recognize Watchmaster Gulchswattle. He is a friend of your uncle's.
Josias steps back and returns his sword to his side. "Not a problem, sir. Just defusing a device that would have destroyed any evidence here." As he stands there he continues to try and look over the body to see if there's anything else special about it.

Fritz was readying himself to run after the cloaked figure when a voice cut through mist and chaos demanding everyone to stop. The familiar sound of mail over hurried footsteps warned him that ignoring the command could make him a target of the Righteous Brand. Besides Hans was already following the attacker.
“A battle of self-defense, Watchmaster. That is what happened."He said approaching the man. A full armored gnome with a goatee and mustache that made Fritz think about pirates and musketeers. “We were making our way to a tavern when we heard the sound of an explosion. Soon after, a group of six individuals, five of them kobolds and the sixth a Goliath woman, darted from that direction.”He said pointing to where the assailants came mere moments before. “Theyscreamed, and I quote, no witnesses. We were then attacked and defended ourselves the best we could. The mist is not of our making, nor is the damage.”He hurried to add, thinking of his coin pouch. Last thing anyone there needed was to be held responsible by the damage that was largely the fault of the dead kobolds. “It seems the kobolds were implanted with a sort of explosive and the Goliath can somehow cast the Fog Cloud spell ignoring some of its limitations.”
Notes:
I assumed Fritz noticed the cloaked figure was a Goliath and that he is somewhat familiar with the Fog Cloud spell, given previous narrations. If that is not the case notify me so I can correct the post.
Given Fritz background/story would he be familiar with the name Rotz?
Hans (owl) rises 20 more feet and uses his reimaining movement to keep the Goliath in sight. To do that, if necessary, he uses his action to dash.
Josias quickly investigates the remaining kobolds and finds two things; 1) the kobold has an lead key on a cord around its neck, and 2) its feet are stained with a deep-crimson mud. You've never quite seen anything like it before.
Additionally, both Josias and Quill, with their successful checks, actually manage to recover the explosive devices that were on the kobolds - two small spheres of brass with a small trigger. My bad, forgot to mention that earlier.
The Watchmaster listens intently to Fritz's report, the nods. "Hm. Sounds like our fugitive. In league with... kobolds? How very strange. Crownsguard, set up a perimeter. Corporal Engler, get these civilians moved along!"He barks, pointing a half-elf Crownsguard to deal with a crowd of gnomish civilians that have all gathered around the area. "The goliath is named Sken Zabriss, a Kryn prisoner of war. These kobolds, though, I don't recognize... They could be Kryn spies, but I cannot say for certain. What I can tell is that you all seem competent and skilled. You must have just arrived with one of the caravans, I'm guessing, by the mud on your shoes and that travel-weary look on your faces. If you're looking for work, I'm very interested in getting my prisoner back."
He pulls out a notebook and begins writing in it with a pen. "I am hereby issuing a bounty on the head of Sken Zabriss, dead or alive, for a reward of 500 gold pieces. If you're interested, I'll offer 250 gold up front. What do you think, Ambre and company? I'll need all your names to issue the official writ."
Quill looks the kobold device over in his hands and then pockets as he listen to the watchmaster. At the mention of the gold he quickly pockets the deivce and then kicks up off the wall and get closer to the Watchmaster and then look to the others for agreement of taking the bounty.
"How you doing Gulchswattle," Ambre waves with one hand while trying (and failing) to stow her musket with the other. Once she has it put away, she point to the kobolds. "Get this, someone's rigged Kobolds to explode. How cool is that? Not the exploding of corpses, but like, explosives that can be trigged by very specific circumstances," she pauses for a second, before pulling a notepad from her back pocket and scribbling something down. She's still writing until the Watchmaster says her name again, when she finally looks up. "Huh... Oh! Ya, if it means I get to learn more about how those explosives work! Not that I'm going to put them in bodies or anything.... that came out wrong...."
The Watchmaster sighs, half out of amusement, and half out of concern. "Yes, I had noticed that from the bits of kobold that now decorate the street... It's strange though, the Kryn don't use blasting powder... if they have somehow stolen some right from under our noses... Hm, that does not bode well. Regardless, I'll need all your names for this record of payment.. if you're interested in the job."

Josias pockets the device and then bends to tie his shoe, and take the key. "Well if we're taking the job I've got clues. Red mud on the feet and this key."

Lina mumbles something angrily about the crazy fog in this wacky city while listening to the side of the conversation. At the offer of the job she pipes up, “Im in. The name is Lani Frostthorn. I so dislike when the turn coward and make me work my little legs so much trying to chase ‘em down.”

"Name is Quills." Quills says to the Watchamster and then moves to the street where the goliath was running and attempts to try and find her tracks so they can hunt her down.
Unfortunately, the roads are cobblestone, and the goliath does not leave muddy tracks like the kobolds did. Tracking her through conventional means will be difficult.
The Watchmaster takes down your names, giving a chuckle when Lani mentions little legs, nodding as though he understands where she is coming from. Then he looks down at the muddy tracks left behind by the kobolds."Yes, good find, sir,"He says to Josias. "These are what ultimately led us here - that and the explosions. If you follow where they came from, they'll take you to Gearhole Prison, where Zabriss was being held. That mud is strange, I haven't seen anything like it... but maybe the herbalist at Lay of the Land will know a thing or two. It's also odd that they would have access to blasting powder... maybe checking up on the Firemark Facility would be a good idea, too. And, what are your names, sirs?"
He looks to Finn, Fritz, and Josias.

Fritz could not help but to think about how familiar with Ambre the Watchmaster looked to be. Her family name, Rotz, didn’t sounded strange to him. Maybe they are nobility, or successful merchants, he considering looking at the shooter. Maybe she left home to prove herself. It wouldn’t be strange. Specially if she was not entitled any sort of inheritance. Then it all clicked. Blath Rotz, an inventor and businessman from Hupperdook. It was from him that he knew the name.
“We just arrived from Zadash with the Bonaventura Trading Company.”He started, looking to Gulchswattle. “Escort job.” Good coin, but not as good as the bounty. “I am Frederick of Nogvurot, but usually go by the nickname Fritz and would be happy to offer my services.”He concluded with a slight bow. “Would there be any chance that upon conclusion of this missions of ours you could write a letter of recommendation to the Soltryce Academy? I am a pursuer of arcane knowledge and such letter would surely increase my chances of admission.”
He wanted the gold, of course. Spells demanded a special, more expensive, kind of paper and ink to be written. But good word with the Assembly could be even more valuable.
“I have sent Hans, my owl familiar, in pursue of Zabriss. He is to return the moment she enters a hideout.” Fritz said making no mention of the possibility of Hans being noticed and taken down. “Until then I think we should start by the prison and a proof of your authorization to investigate would certainly help, sir.”
