The Smith is in the City of Mirabar up north, you are in the district of Mirabar within Luskan. To cut and value the gems you can get that done at a jeweler, there would be several here, but the best ones would also be in Mirabar. Another option would be for one of you to take up jewel crafting and learn to cut your own.
As Dietrich finishes up some side conversations with various workers another of his men bring him a strange looking oblong crystal just a bit over palm size. He shakes it’ a few times as he is walking back towards you. “ your Wizard might be interested in looking at this small artifact “
You see him lift it into the sunlight as he looks into it once or twice on his way to you
Reginald refocuses his attention at the tap on the shoulder and responds, "So far, so good." He then peers at the object for a moment and asks Dietrich, "Shall we have a looksie at that while we relax a little more?" and heads back to the cushions for a seat. While Reginald and Dietrich are focused on the crystal, Sparhawk asks Bjorn for his opinion on the offer and mission. "Bjorn, I'm curious about your thoughts on this. Can we pull off our current commitments and get back in time, and is it something we should consider as a group?"

"The real trouble is, those dwarves take time to work the forges. If we need something made, we likely won't have time. And that's half the reason to go!" Bjorn shrugs. "We could buy surplus, though. I'm sure they have some."
Reginald refocuses his attention at the tap on the shoulder and responds, "So far, so good." He then peers at the object for a moment and asks Dietrich, "Shall we have a looksie at that while we relax a little more?" and heads back to the cushions for a seat. “ this crystal was found in an abandoned fortification my men found after seeking shelter from a storm on an unknown island a few years back. The island was more of a big rock really. Take a look through it.”
as you look at the crystals surface you see some interesting patterns careved into it, very shallow and almost imperceptible. When you peer through it you can see what looks like the ocean from a high up vantage point you can see the clouds moving at a quick pace, a storm and wind and then clear skies again, then it seems to repeat the sequence.
” This artifact gives an approximate weather for 4 days covering what we think is about 100 nautical miles…this baby has saved me much misfortune and lots of time sailing”
“ I think we should be ready to depart in about 2 weeks, maybe 3 depending on the weather. My favorite ship is due in port by the end of the week. If you are favorable to the venture I will be glad to have you, if not maybe another job will come up.”

"When should we meet back with you? We need at least 2 weeks, but three would give me more breathing room." He winks at Dietrich.

As much as he wants to continue his search, doesn't want to miss out on this other job. However... "Though, if we do have time, I would much rather like to collect the treasure before heading back here if possible. I... agreed to give the fellow I bought the map from a few coins from whatever we recover, and I would like to get that to him before we leave for who knows how long." He pauses, then after a moment's thought adds, "I don't think he'll care either way. He might just assume I died trying to get the treasure if I never show up...or he'll just realize that other things got in the way. Its...just something to think about."
