Just as soon as Gan-re quenches a fire another fire sprouts nearby. Same for Finley's effort to smother the fire. Duke Ickrind takes the time to fill the buckets with the water outside.
Unless she notices something new or important, Valrieth was going to ask whether they have a larger tub or trough that they could fill with water. If not, Val suggests a "bucket brigade" to keep the water flowing.
During any 1 round:
One of them goes to the shore, fills an empty bucket, and brings it part of the way up toward the building to exchange it for the next empty bucket.
One of them takes the full bucket, hands off an empty bucket, and then takes the full bucket to the person waiting at the door.
Three of them work on putting out fires indoors, rotating through these actions in three rounds:
In round N, hand off an empty bucket at the door and get some fresh air while waiting for the full bucket.
In round N+1, take a newly-filled bucket into the building and find the next hot spot to put out.
In round N+2, put out a fire with the bucket of water and then head back toward the door.
Repeat.
That should ensure that they're consistently emptying 1 bucket per round.

You can try using the bucket, but I won't say what a happens until Val does it.
While Gan-Re goes out to fill his bucket, Valrieth first tries to see whether she can "lure" the little flaming coals away from random flammable things in the building. She casts produce flame and, holding the flame in one hand, calls to the coals. She approaches within about 5 ft of the coals and makes a smacking sound with her tongue on the roof of her mouth while waving the flame back and forth. Then she says in a sing-songy voice, "Yoo-hoo! Over heeere! Hi-ho, you little pyromaniacs. Would you like to get warm in a little fire?"
What she does next friends on where the coals were drawn to her flame or not. If they were, then she would have warned Gan-Re away when he returned with his bucket. If they approach her, she tries to back slowly away with her flame, leading the coals toward the door.
If not, when Gan-Re returned and tried to catch one in his bucket, she would dismiss the flame and then [action]ready[/spell] shape water so that she could cast it as soon as Gan-Re fluids his bucket over. She'll try to animate the water into a stable shape so that even if the bucket were removed, the water would maintain its basic cylindrical shape. (She's not sure whether that will work since she normally animates water that's part of a larger body of water, but that's what she tries.)
Seeing the fire from Val the 2 coals become excited and the fire on their bodies dances. They then follow Val leaving burning trails.
Valrieth is surprised that this gambit worked and suddenly realizes that she doesn't know where to lead the coals. She tries to keep an eye behind her as she walks backwards toward the door to the outside and continues moving her hand with the flame around. "Good little pyromaniacs! Come here! We'll start a nice big fire!"
When she sees Gan-Re return with a full bucket, she waves him away with her other hand, saying, "I'm taking them outside. Make sure to put out any fires that they leave behind."
"Finley? Duke Ickrind? Could you make a small pile of wood by the shore, close to the water? We're going to make a bonfire for these little animated coals to join!"
Val wonders whether the coals were starting fires just because they need fire to survive. She hopes that if she gives them a bonfire, they'll jump in and not start any more fires while the Trio figures out what to do with the creatures. And if the fire starts to get out of hand, it'll be close to the water, so it should be much easier to extinguish out the flames. Val just hopes that the animated coals won't gain strength from a larger fire.

Between her torch and some of Gan-Re's wood, Valrieth makes a small campfire down by the lake and lights it on fire with the flame from her hand. (She's no longer holding the flame.)
"Here you go little coals. Is this what you wanted?," Val says.
Assuming that the coals jump in the fire, Val tries to ask them where they come from. If they don't respond, she asks whether anyone speaks Primordial or one of its dialects. She's trying to figure out whether the coals are sentient elemental creatures, like the rock-man, or simply coals that have been animated by some enchantment.
She also asks the bullywugs whether they've ever seen coals like this. For example, do the coals belong to the Duke, and they accidentally got loose? Is the building at D4 the Duke's home?
Since they're close to the lake, Val suggests that they fill the 3 buckets and keep them handy in case the coals try to leave the fire. (She doesn't want them to start a forest fire.)
If Val doesn't get a response Gan-Re tries in Auran "Hello little coal creatures. Can you understand me?"
(the elemental languages Aquan, Auran, Ignan, and Terran were considered a group of dialects of Primordial. They were sufficiently similar that creatures who understood one of those dialects could understand the others as well)
