The dwarf shouts, "Lies! We did not strike the owner of the Orange Grung, you did!" and for his Deception he scores 6. This is a contest, roll History (lawyer approach) or Persuasion (convincing approach).
Grogan thinks about how this was a strange play for the dwarf as he did pretty publicly kill the fellow. Here he was worried the dwarf was going to try to justify the killing but denial of doing the killing when there were so many witnesses, this shouldn't be to hard to prove.

Earlier, you were saying you did not care of what we would do with you, but it seems now that you lie as a coward, scared for his life.”

Even nature seems to recognize the economic enmity here: vultures are gathering around the trial, and somewhere you hear the cry of a hyena. Where there is fighting, there are dead bodies, and animals are obviously eager to claim the spoils of war.
Before that, let's let Tully have a go at this, he's good at talking circles around people. Go on and persuade them. Grogan will cast Guidance on Tully.
Tully steps up to the court and clears his throat with a slight southern accent, “Well, I am may be just a simple country Saytr, but this deplorable Dwarfan man is eager to spin venomous lies to save his own hide. Just his very presence brings fears and uncertainty into the fine folks of this town.
As we know there were many eye accounts of this fiend shaking down a local landmark of this fine community. Once this gentleman could not provide the exuberant extortion fees this ruffient was pushing for, he assisted in killing this man in cold blue.
Let this simple saytr insight true righteous judgment in your heart for the fine fellow who was murdered in cruel brutality!”
