Vassa follows Kes up and offers assistance in scanning the rooftops, asking the ranger what he thinks they might spot up here.

I have no love for the Zhentarim myself, in fact, I have slain some of there number outside of Baulders Gate in the past. Yes, Elon is one of them but... there seems to be a schism in Waterdeep between two groups. One which wants to take the Zhentarim in a new direction and the other who wishes them to keep to there old ways of murder and extortion. Elon has sided with the former.
I myself, well I am a Harper, the natural enemies of the Zhentarim. I traveled to Waterdeep from Elturel to aim them to end this war that seemed to be going on between the Zhentarim and the Xanathar.
I believe Bason has already mentioned that he is from the Brewers Guild.
The others, well you will have to ask them. Vassa and Kestrell, well I'll have them join the Harpers at some point. I think Kestrell likes my boss lady and Vassa, well he likes the ladies" Phaedra gives the goliath a wink.
"For that matter, could this attack be an indication that the splat between the Zhentarim and Xanathar is back on? Everything seems to have died off for the last few weeks."
Selinae recoiled involuntarily from Elon and then caught herself, " You do not seem evil, Elon. But the stories my Dad told me of Zhentarim slavers and the horrors they did to his people and home.....I don't think a group like that could ever truly change....", she caught Elons eye again. " But......it wouldn't be the first time I've been wrong." She willed herself to reach out and place a hand on Elons shoulder and gave a slight smile.
She then rounded on Phaedra, " Your a Harper! Like an actual....they're actually real? I mean I know that...I think. Mum told me SO many Harper stories! OMGs! Do you know any famous Harpers?"

Having come down from helping Kes scan the rooftops, Vassa just catches the last of the discussion and winks at Phae, saying lightly, "Better is boring, Vass, my old nan used to say. It's creativity that catches peoples' attention. It just doesn't catch killers, apparently. Who knew?
Oh, and I wouldn't look out the windows anytime soon, if you're the squeemish sort. Clean up is still very much underway. Speaking of which, what are we going to do to find the perpetrators of this heinous act? You have the right of it, Phae. I'm zero from two on the planning front, and more than happy to take instead of give direction... but I'll be damned if I sit here trusting in the watch to somehow miraculously catch those responsible. They've done a lousy job of dealing with this gang war business so far and in my occassionally humble opinion, that lot would be hard pressed finding their own noses with two hands and a lantern."

It appears to you that the noblewoman is used to being treated differently than the common folks and she wanted to ensure this officer understood that and respected the societal norms.
As you're staring across the alley to the other roofs you don't see anything. Then, just as you're about to follow Vassa down you catch a flicker of something. You can't tell what it is, but something is stuck to the roof that this 'puppet' was supposedly on.
His eyes track the watch officer and the mage, trying to overhear their names or note anything distinctive about either of them.
*If he doesn't hear or notice anything particularly noteworthy, Vassa will follow the others into the Trollskull Manor, nodding in agreement with what Bason and Elon are saying.
