Mistshore is simply a neighborhood in the Dock Ward and like most neighborhoods there's no clear line. Just a gradual improvement in construction practices as you leave the area. As for those outside, I may have a solution... but it's risky."

Standing from the table she gestures toward the other door in the room, "Come let me show you my most prized possession." As you all follow her into the room you see this:
"This is my submersible, called an Apparatus of Kwalish. It is capable of going up to 900 feet deep without a problem!", she brags. "My thought is, if two of you go under water you can see which buildings have hidden bay access. Then you can come back and let the others know. Or, if you have some potions or magic to breath underwater, the others could ride on the outside and you could just go straight there. However, you should be aware that there's a rather large risk to my plan. A monster by the name of Obliteros has been hunting me when ever I go out. He's a huge beast, at least 30 feet long and perfectly capable of destroying my submersible... and anyone in it. Now, that's just the idea of a crazy old treasure hunter. You all are welcome to come up with your own plan. But know that I will not be going into the water until Obliteros is taken care of."
" But....after a couple more days.....I'd like to go toe-to-toe with your creature. What is it? Shark? Ascallion? Bunyip?"
"Obliteros is a shark.. a giant shark."
" I've seen them before, aboard ship. The big ones are tough.....wouldn't have thought one would hang around in the bay...but I guess theres a lot of tasty runoff and that'll attract fish for sure."
" I've harpooned hunters and tigers...giant one just needs a bigger harpoon."

"Oh, one last thing. You seem to be quite handy. Can you make a box to keep ice cream cold?"

There are a few apothecary shops in Waterdeep, I'm sure one of them would be able to make you a potion. If you're not familiar with any, then I'd recommend Verdas' potions and poisons at the corner of Specterwalk and Carter's Way over in the Southern Ward.
The Obliteros is a giant shark, it attacks by biting things. And I hardly think now is the time to be speaking about commissioning the construction of nonsensical objects.
Kestrell nods as she tells what she knows. Until the end. "On the contrary, there is never a wrong time to be discussing these cold boxes! Alright, so you show us how to work your Apparition of Koalas, I should probably drive it, so you'll have to show me how to do that. And then we'll go to the charmingl ynamed Potions and Poison store and get some breathing potions. We'll be unstoppable!"
For the first time since your arrival Grinda's calm and in control demeanor cracks as she looks at Kestrell, "YOU want to operate my submersible? Surely you'd rather run and get those potions so that you can be on the outside to better fight while one of your companions operates it, right?"
"I am small, I could also help you Elon if it needs more than one person to operate. I would not think that some extra armour will way down a oversized metal contraption much more than it already is."

None of the folks you pass as you leave Mistshore look like the type to give advice, but several look the type to try and rob you.
It takes about half an hour for Kes and Phae to reach Verdas' potions and poisons. As they walk in they see an older gnome sitting behind the counter reading. He closes the book, using his finger as a bookmark and looks up. "Welcome to Verdas' potions and poisons, I'm Derrick. How can I help you today?"
As you look around you see a flyer on one wall that mentions bulk discounts and another about earning money sampling new potion recipes. When you get to the counter you see a list of potions and points painted into the counter, complete with prices. The water breathing potion is listed at 180 gold for one or three for 400 gold.
"Oh, these things are expensive! I used all my gold on the diamond as well."
Kestrell turns to Derrick and points to the flyer advertising a way to earn money : "Tell me Verda, how much money can we earn by sampling new potion recipes?"
