Upon further thought spying, you pick up information about a name and a place, though it doesn't seem to be the name of either of the two individuals talking. "Fat Tony" and "Weave Avenue". Further thought reading gives you the impression that Fat Tony might be the boss of person B.
I would just like to add that before the thought reading spell ended, Whispers learned that one of the two guys (who's boss is Fat Tony) is heading to Weave Avenue to deliver his report
"Okay, here's the plan. Follow the guy as he goes to the avenue. If he notices and becomes suspicious, we can just say that we were looking to buy some stuff. We get him to lead us to Tony's guys, and take 'em out. Once they're taken care of, we can try and question them and hopefully locate Tony. We find him, kick the shit out of him and the inevitable endless swarms of goons he has, stop the flow of drugs and maybe weapons too, if he's also supplying them, then sit back and relax as crime rates plummet and we're mobbed by adoring fans. At least if everything goes according to plan. Which it probably won't."

In that case, I am going to rule the following: While you are trying to follow the guy in the room out of the house (which is described below), Pass Without a Trace is active. However, it will wear off mid-way through following the guy. Shadow can always renew it thought. Since this guy's perception roll was so shit, I'm ruling that as long as Pass Without a Trace is active, you auto succeed at remaining undetected while following him. Now the actual in-game events:
After waiting around for a while, the door opens and a tall dark skinned guy comes out. This looks like your guy because unlike all the other high students you saw at the party, he looks much older for one thing and he's wearing a Ballistic Gel Vest (Breast plate) over a white T-shirt. He's also carrying a Barreled Shotgun (musket), a weapon that has more firepower than all the other weapons you've seen in the house party. As you follow him out of the house, you don't get further than 5ft when you hear shouting coming from the entry room. A guy is screaming at another guy for "stealing his girlfriend" while the other guy is talking dismissively and down right admitting in a sentences that can be summarized into "Yeah, I stole your girlfriend. She likes me better and she deserves someone like me who's better than you. What are you going to do about it." The shouting match exponentially gains in intensity within the span of a minute or two. It becomes highly likely that this won't end well. You can go back and try to calm the situation but if you do that, you'll lose the guy you're following. He still doesn't know you're following him.
What do you do? Do you try to stop the argument and let the guy go or do you follow the guy and let the shouting, which is invariably going to end in a shitstorm of the bloody variety, stay on course? Or maybe you have a completely different idea. The choice is yours.
"I've got an idea," Ilia whispers. "If we want to avoid a bloodbath, a convenient fire could suddenly occur. It wouldn't be too implausible, what with all the booze and smoking here. It's our best bet if we want to be able to follow the guy and stop what's going on here. One of us needs to stick around, though, to avoid hurting people."
