OOC: That makes sense. That was part of the intent of going for the Swashbuckler archetype, where sneak attack will later apply in this scenario, even if it doesn’t at present.

Looking around, Midian sees that someone has left a pile of broken wooden crates at the side of the service lane about 20' further along the way. He can see what might be some twine mixed in with the broken wood.
Suddenly, a voice from behind him says, "Need any help? Or is this a private tryst?"
Looking over his shoulder, Midian sees the Nubian with a little smile on his face. He is a little surprised that he didn't hear the man approaching.
Speaking in part to the Nubian man, and in part to the woman, he says, “Yes, good sir, if you wouldn’t mind binding this woman’s hands with that twine over there. As for you, ‘I was just there,’ you say? ‘Bossing you around’? I witnessed a group of men engaging in an act of bloody murder in a public alleyway, and intervened. Is that what you’re referring to? Who were those men to you?”

Most of the encounters he will meet in the city will involve NPCs developed as characters, so to give you some idea of their Challenge Ratings and possible Experience Points gained. The art of magic typically requires some degree of mental fortitude. I can’t believe a spellcaster would act on whim and whimsy without thought to the consequence.”
"Perhaps it is the king's decree that brought this on," says Ali. "My former associates had decided they were going to quit the city because of it. Perhaps this devil worshipper was spurred on to her rash act for that reason as well. I am sure they aren't the only followers of the heathen gods who will be angered by his majesty's rash act."

Killrellian is the name of a particular supernatural being that the Mithran Temple classifies as a devil. People wanting magical powers of their own are known to invoke this being and pay a price to gain these powers, mostly the price involves doing evil acts. [OOC: Mechanically, Killrellian is a Warlock patron]. The Mithrans would classify Arion similarly except, for the fact that his followers are more organised and they claim he is a god.
Worship of Killrellian is considered a religious crime in the Empire. Following the laws of the land, this person should be handed over to the civil authorities where the Temple will argue that their activities are detrimental to the state, and in 9 cases out of 10 the Crown will mete out a suitable punishment.
This is not the first time Midian has heard of a follower of Killrellian in Constantine, but it is unusual. Killrellian worshippers are more normally found in Sorenden, at the heart of the Empire a thousand miles to the south.
