Passive intuition 12 or higher tells you now would be the best time to persuade or intimidate them but it would require leaving the area of silence, or dropping it altogether, to do so. Or the group could proceed to finish them off.
DM is it passive investigation or insight? I don't see passive intuition on my sheet
Satisfied that the harpy leader is defeated, Ilecerys retreats to within the field of silence, taps the small gem on his headband, and three beams of heat strike the three nearest harpies.
Attack 1: 8 Damage: 8
Attack 2: 23 Damage: 11
Attack 3: 23 Damage: 6
Missed some things, scratch that. I'll still retreat to silence though.
Evan set the silence spell to cover the plateau with the rough terrain that allowed for sniping from cover, assuming that is where the party was going to be attacking from. This was cast as part of the preparation for combat and was intended to start at the cover of the rear-most party member and extend as far forward towards the nest as possible. It is also a little bit off-center towards the cliff side as requested so people can get shots off the side. However, the spell extent is invisible and, with the diameter of 40 feet, it won't cover everything. DM's judgement call on how close the cover is to the nest. It is up to each person to, if possible, try and end their turn in the range of the silence spell, realizing that we planned to start with sniping from cover and drawing the enemy out, not running up into melee.
OOC: Not criticizing people who ran into melee, just saying you are taking a risk if you leave the area of the Silence spell.

Galtheon would sheath both his weapons, standing over the body of the dead leader, but taking no aggressive action. [[ Assuming he's in Silence ]]
Once more he points away from the Dwarf settlement, and mouths "GO!"
(( ooc: Noone, after meeting Galtheon, would consider him a natural negotiator...so if someone wants to leave the silence tied to a rope and negotiate, they should ))
If it is passive investigation, then I would be able to tell it is the best time. If not, scratch this next part,
Taraven will step out from the area of silence and yell toward the harpies in common, "Your leader is dead! I suggest you all flee to a far off land without causing the inhabitants, especially the dwarves, any harm and do not return. My party and I will let you all go free if you leave now." Persuasion 13
Not being the most persuasive of people, Evan stays where he is and readies an action to cast a new Silence spell encompassing the harpies and PC's currently conversing--if things go poorly and he sees a PC start walking mindlessly towards the cliff edge, he use his readied action.

No problem; I wasn't sure where it ended up, but the original melee plan had it partially on the nest. If it wasn't there, then 2 people on the nest gave them a higher chance of surviving the song..****y one had to save.
[Nanoc is with Okkar at the back of the party just within the radius of the Silence. If necessary, the two of them would have used their Moves in the second round to ensure this.]

I suggest you all flee to a far off land without causing the inhabitants, especially the dwarves, any harm and do not return. My party and I will let you all go free if you leave now." Persuasion 13
As others motion and speak a silent command of “Go,” Taravan verbalizes the mandate for the harpies to evacuate, and they are receptive. The remaining four hold up their hands, sheathe their clubs and spears, and make other motions of surrender. In a screeching voice, one says (those outside silence may understand) “We always stayed away from the Dwarf lands. The deep mountains were ours, the mines and valleys the dwarves. Silent Screamer made us different. She wanted us to be something we are not, warriors and not scavengers. Now she is dead. Now we return to the old ways.”

I meant Insight, apologies
Then I could not tell that it would've been a good time to converse with the harpies unless I saw Galtheon mouth to Nanoc to go and see that he wasn't going to go.
OOC: The DC was 12 under this scenario for Persuasion or Intimidate, and it was met.
Unless harried, the four harpies only take their personal weapons and rags, and fly off deeper into the mountains, living the harpy leader and the macabre nest to the group.
As I see them leave, I turn back to the group and motion to them that they have left and say, "The harpies have gone. Let us see what can be useful and rest before tomorrow's journey to the mine." And she will start walking to the nest to look at its design and search for loot.
The ambush was a success, without any blood shed by your group, and the harpies’ leader defeated, the remainder fleeing. The harpy leader’s half plate armor is non magical but functional for any medium sized character. Rolled Investigation checks can reveal additional items of value in the horde.
