The College of Eloquence originally appeared in Mythic Odysseys of Theros. With the recent exception of the Artificer being included in Tasha's Cauldron of Everything, D&D Beyond sorts content by where it originally appeared. To have the College of Eloquence appear in the character builder, you will need to have the Magic: The Gathering toggle turned on.
The uses of guiding bolt still isn't displaying correctly for me. It always just says 2 instead of going off of proficiency bonus even though uses by PB was meant to be implemented. Is uses by PB still not implemented for spells or is this a bug on my end?
The college of creation bard should be able to add the Dancing Item stat block to the Extras section, same as artificers can add Steel Defenders and druids can add summons.

Check the HOME section of the character builder for a toggle called Feats under Use Prerequisites. If it's off (greyed-out), that's the reason.

Have you already enabled the optional features to allow this? You need to both toggle on Optional Class Features in Character Preferences, and then on the Class page enable the Additional Wizard Spells checkbox under Optional Feature Manager. There are some handy gifs in the first post of this thread showing the process. (The Optional Origin Manager gif for the goblin race page shows the same general steps as those for Optional Class Features.)
I've just made a wizard with the above steps and have been able to add enhance ability to my spellbook. If you're still unable to add it after ensuring all the proper features are toggled, it may be helpful to post a link to the character sheet here so a moderator can have a look!
I just leveled up my Circle of Stars druid to level 5 so my proficiency bonus just went up to +3.
Under Features & Traits --> Star Map, my character sheet now correctly states: You can cast guiding bolt without expending a spell slot. You can do so 3 times, and you regain all expended uses when you finish a long rest.
(The 3 times corresponding with my +3 proficiency bonus.) However, underneath that, there are (still) only 2 tick boxes for this particular use of Guiding Bolt. That should be 3 as well, right?

Devs we need updates, we can't keep making homebrews characters just cause there's no solution to the swapping spells problem of the Sorcerer

You mean Martial Adept? You can select manuevers now, not sure when they fixed that, I think earlier this year.

He probably meant the fighting style that allows you to select a maneuver. That one still doesn't work.
Ahh yeah, I was noticing that about Fighting Initiate. I figured out a homebrew workaround for it at least:
Then you can use that homebrew feat to "hold" the Superior Technique die & maneuver.
