Is the Rod of Absorption consumable?

Just trying to figure out if it should count against the AL magic item limit. It doesn't have the "consumable" flag on ddb, but it does have a 50 spell-level lifetime, after which it loses it's magic and becomes a stick.

So, it is not consumable, but it does stop counting as a magic item when it's magic fades (after absorbing and reusing 50 levels of spells).
