Some highlights I noticed (v1.0, will update with new versions):
PHB+1 is gone (some threads on this already). Characters can be built using any option from PHB, XGtE, TCoE, SCAG, VGtM, MToF, EEPC, locatha and Tortle.
Historic contains all season 1-9 content and as new seasons come out, old seasons become historic. Masters content and eberron don't become historic.
There is no restriction on winged races.
Characters can/must be rebuilt upon conversion to historic. *No mention of what happens if characters are built using seasonal options like winged aasimar.
No mention of allowing characters to be rebuilt in t1 or any other teir.
Leveling requirements have changed to be strictly hour based. T2 and higher character may level slower than before.
No evil characters (you know, because evil characters can never help people for their own reasons...)

Here's a list of things that are currently in front of Wizards for review:
What happens to my Lawful Evil character/Oathbreaker/items that require Evil alignment? ----- The new Historic PG has gold limits per level based on 8 hours play for Tier 3 and Tier 4. The HC hours required to level up in T3/T4 are now more than 8 hours. Does that mean that T3/T4 characters stop earning gold after 8 hours but must play more for level gain? ----- Is milestone leveling (previously per the ALCC) still an option? ----- Are current character backgrounds 'grandfathered' in, or must characters remove Guild Adept/etc. backgrounds when playing in Historic? ----- Does this mean that playing adventure modules all now follow the hours accrued rules to level up and you have to conclude a module AND have enough hours to level up? If so, is level up allowed mid module if hours are reached or is level up only allowed based purely on hours during a DDHC and both conditions (hours & module end) must be met for level up with CCC, DDEX, DDAL, DDEP, etc? ----- What about feats or multiclassing, because they are optional rules? ----- How do we handle DM Rewards (level + magic items?) ----- Do hours carry over when you level up? If I play two six hour adventures at tier two, and level up, can I level up again after another four hour adventure? ----- In addition to not aligning with gold caps, the number of hours to level make it impossible to play some past season content as a cohesive story. For example, even if we hit all the extra content and the max number of estimated hours on all the T3 season 9 content, a character would not have enough hours to get level through T3 and into T4 to play the final T4 modules. ----- You can't copy spells from scrolls. According to the relevant section in the ALPG, you can only copy from spellbooks. ----- in previous ALPGs, buying spell scrolls could be done by any character, even non-casters. In XGE there is this line: A spell scroll can be purchased only by a character who is capable of casting the spell in question. Do we have to follow that rule going forward for Masters and Seasonal? ----- Why are deities restricted in Historic but not Masters? Are current characters grandfathered in, or must they realign their worship to conform? ----- Can a character who currently has Season 9 wings rebuild outside of PH+1 and still retain their wings? ----- Previously, a character who levels out of a HC can continue to play in that storyline. Is this still the case? ----- What happens to Seasonal characters that are still playing their season's content when the season ends and it moves into historic? Can they continue playing the seasonal content as seasonal, or are they forced to become historic characters if they wish to finish the story?
