I know that normally a wizard has to spend an hour per level of spell to copy said spell, but the order of the scribes have the ability to copy at 2 minutes per spell level. Cost is the same but how would DT work for that? Could I effectively do it in-game without spending DT?

The TCoE guidance doesn't say anything about it, but I don't see why not.

Basically, because they said so. Probably for balancing reasons. They didn't want to step on the toes of 8 different subclass features at once...
