Can Druids use their wild shape to turn into a swarm of some type of animal as long as it fits their limit. Like if I have a level 3 druid can I use wild shape to transform into a swarm of rats? I don't see anything that says I cannot but I want to be sure.

The official answer is no, you cannot transform into a swarm, using the Druid ability Wild Shape.

As a personal, I'm hoping to see it as a Feat one day, but.... There will need to be more options for swarms too.
