Ok, maybe it was errated or mentioned somewhere I didn't see. Can an elemental wildshaped druid use the Staff of the Woodlands? It says "Requires Attunement by a Druid". You can cast spells, but this is activating an item. No spell components are needed. As a elemental you are still a druid. You have a language, you have hands. Now I would understand a fire elemental would probably torch the staff, but earth elemental popping Wall of Thorns?
You can also use an action to cast the pass without trace spell from the staff without using any charges."
You may be using the staff to cast the spells, but you're still casting them. All of the normal restrictions on when you can cast spells still apply. Once you hit 18th level in Druid, your Elemental form can go hog-wild with the Staff :)
IF the staff had its own DC, and wasn't using YOUR DC, I would say you could. But as js2319 states above, I wouldn't think you could as it seems clear it is using your abilities (ergo, using your DC numbers).

"Spells. You can use an action to expend 1 or more of the staff's charges to cast one of the following spells from it, using your spell save DC: animal friendship (1 charge), awaken (5 charges), barkskin (2 charges), locate animals or plants (2 charges), speak with animals (1 charge), speak with plants (3 charges), or wall of thorns (6 charges).
You can also use an action to cast the pass without trace spell from the staff without using any charges."
