I'd say from level 2-4 they're very strong if they're turning into a bear. I wouldn't necessarily say they're overpowered at that point though. After that they fall off a bit. They still have strong spells, other good features, and strong shapes to turn into, especially at 10 when they can turn into elementals.
I wouldn't say they're overpowered until level 20 though. At level 20 they're probably overpowered because of infinite uses of wild shape and being able to cast spells in wild shape. Step one, wild shape into an elemental and attack. Step two, die and revert to your normal form. Step 3, wild shape into an elemental and attack. Repeat until the (insert difficult creature here) is dead. The only way to actually kill a level 20 moon druid is to hit it so hard that it loses all the wild shape hit points and all the druid hit points in one round before the druid can just change shape again. That would likely mean doing 300+ damage to the druid in a single round. The damage beyond the hit points of the wild shape do spill over to the druid, so repeatedly hitting the wild shapes and killing it does overtime take its tole on the actual druid.
The only way to actually kill a level 20 moon druid is to hit it so hard that it loses all the wild shape hit points and all the druid hit points in one round before the druid can just change shape again. That would likely mean doing 300+ damage to the druid in a single round.
Or Power Word Kill it while it's transformed and has less than 100 HP in the beast/elemental form.
Or Hold Person or something else that can prevent them from taking Bonus Actions.

Well sure. I guess the point is that the DM kinda has to want to kill the Moon druid at 20. Other classes might just get unlucky or die to a difficult encounter. An encounter has to be much harder in order to kill a moon druid or the moon druid has to get much more unlucky. Really all this means though is that they're difficult to kill. I don't necessarily think that means they're overpowered. To be clear; I voted no. I don't think it's actually overpowered. It is very strong, but nothing about it screams overpowered to me.
Not over powered, front loaded. Most of the good stuff comes in early when other classes are not doing anything fun yet. But at higher levels the beasts start to get killed very fast and you are limited to 2 wild shapes per short rest. Moon druids are amazing at 2-12, which is where most games are played. The limiting factors are how many short rests and how often are they using wild shape for something other than combat, ie scouting, turning into a horse for faster land travel, a spider to climb over a wall.
Yes they are absolutely overpowered except when they aren’t.
That’s one of the great things about 5e are the peaks and valleys of classes. At level 2 your Moon Druid is insane and overshadows every other class while say your Wizard is just hoping not to get one shot. Later on the power curves change and the party member that everyone relied on two levels ago is now relying on the party member that felt underwhelming then.
