My campaign has come across evidence of kobold attacks near a quagmire area. Now my intention is for them to be following the orders of a hydra that has been infused with Tiamat's blood giving them a skin colour reminiscent of Tiamat.
The kobolds have mistaken this hydra due to it's complexion as being Tiamat in person.
Given that hydra's are spawned directly from a dragon god (albeit not tiamat) this makes more or less sense.Heck given the power of hydra's I would say this could happen even without the skin mutation.
As viable as you, the DM, make it. Tiamat’s blood seems a bit unnecessarily “big,” so it could just be a chameleon hydra that’s smart enough to know what it’s doing. For my two cents, this whole thing is one of the cleverest adventure ideas I’ve seen in a long time!
This sounds fun. My one question is are the kobolds truly being deceived by it? They're crafty little lizards, so they could potentially be manipulating it for their own ends.

"Canon" is what's factual to D&D lore. "Cannon" is what you're going to be shot with if you keep getting the word wrong.
Yeah, maybe it would make more sense for the kobolds to pose the hydra as "Tiamat" to strike fear into the surrounding area, getting locals to pay tribute or incur the dragon goddess' wrath.

A standard Hydra has Int 2, so it's not going to be giving kobolds any orders. A custom hydra-like monster is perfectly reasonable, though.
