Hi, so my third level party (Battle Smith, Circle of the Moon, Pact of the Fathomless and Fey Wanderer) will be finishing a large dungeon soon. The treasure room already has items to benifit everyone except the ranger. This is a High Magic campaign (homebrew) so any rare or below item will work, and one that will make this dueling fey wanderer feel competent compared to the others.
Melee, dueling fighting style. They use magic to buff themselves, and attack from unnoticed areas as our fathomless warlocks tentacle opens up quite a destraction. I was thinking a Scimitar of Speed, but that might be to overpowered.
An item that allows the use of short range teleportation a few times a day? Either something like a magic item that can cast Blink or Farstep 1x per day. Or something that can cast Misty Step a few times per day would be a fun item for anyone, but especially a skirmishing ranger.

Scimitar of Speed is mostly overpowered because it's a +2 weapon in addition to the potent bonus action attack it grants. I think if you copied the scimitar, but homebrewed it to no longer being +2, rename it to "Scimitar of Lesser Speed", and you should be fine. I think it could also be fun for future treasure troves that, instead of finding a wholly new weapon, your Ranger could find something to enhance their scimitar, so whenever you're comfortable handing out Very Rare items as rewards your Ranger could find a jewel to set in their scimitar or something that unlocks the +2.
Studded Leather +1 or 2 depending on how you feel. It gets full Dex bonus as armor so adds up nicely for Ranger and Rogues. Melee Ranger, extra AC is always a bonus. As others have also suggested, +1 weapons of their preference aren't bad. Or of Dragon or giant if you intend to throw some of those creatures at them soon. There isn't much out there to boost Dex which Rangers usually like, so you could homebrew some bracers or something with a Dex boost.
Plain fun with some combat utility? Winged Boots are a hoot. Boots of speed were mentioned. Bag of Tricks is silly but fun.

Serpent scale armor - semi magical ( ie no magic pluses) but it allows full de. Bonus to AC and no stealth disadvantage. If your up for some homebrewing maybe something like greaves of fancy footwork - granting the ranger the fancy footwork ability of the swashbuckler.

Are they melee or ranged? How often do they use their magic, and for what purpose? Ultimately, what's their play style?

Defense is always a good start for any player. You could try magical bracers that increase dex or armor class.

Rangers can always use Nature's Mantle...bonus action hide is a nice feature.
Boots of speed? Seems like it might be a solid option.

Properly used a bag of tricks can be very useful.
