If you count magical rings and jewelry and items then maybe. Mundane stuff - no way. I can see (and have run) dragons with magic rings etc enhancing their abilities and powers. Wearing real clothes tho? I’m sorry but you try to picture a dragon wearing pants and a shirt or a robe or dress and not looking like an absolute fool.
Dragons in lore are very arrogant, and can be implied to see themselves as gods. They do not craft, they receive. They do not make, they take. A dragon in itself is perfect, and it's collection proves this. Why hide what is already so magnificent?
However, some dragons enjoy the little things. Metalics in particular. However however, those dragons are described as shapeshifting into forms that befit these details. All dragons have arrogance. That's just part of their being.
All in all, no. A dragon would not wear clothes. Jewelry maybe, but I don't think for the purpose of opulence, rather for power. Glittering scales are opulent enough, but a magic ring has something a dragon doesn't. If a dragon does want to wear clothing, they would do so in human form.
As a general rule, probably not. Clothes are a human thing. But dragons should have their own personalities. For some of them, this may involve ornamentation. I'm now picturing the internet-popular "snakes in tiny hats", but on a much larger scale. ("The princess was right there! Why did the dragon swoop in and seize her haberdasher???!?")
Long answer: Sure. Dragons can wear anything you want them to wear. In fact you can create any kind of dragon. How about dog faced dragon who wears a collar and plays fetch! It's your world and you can do whatever your heart desires with it.
As long as everyone is having a good time at your table, put clothes on dragons.
The question then becomes where a dragon finds clothes in its size.
They have a magical tailor in their employ, of course! I mean what self respecting fashion designer wouldn't serve as fantastic a creature as a dragon, if given the chance!?
Depends on the dragon, and if your talking the full dragon maid treatment.
Lore wise only silver and gold dragons, to my knowledge, have the ability to shape change into humanoid forms and therefore be the only ones concerned with clothing.
If you're going down the dragon maid route, well that's a different can of worms and one probably best avoided. Can't stop you from going this way though, so if you do all I can give is advice. Any dragon other than silver or gold are imperfect shape changers or don't care enough to get it right, think dragonborn but more dragon than a dragonborn or think scaled humanoids almost to the point of looking like lizard folk. As for clothing themselves look at the alignment of the dragon, a lawful dragon might clothe themselves in humanoid form, if only to keep people from gawking, a chaotic dragon doesn't give a hoot.
However the choice is yours the DMG, MM and supplementals are ultimately just guides and templates.
Rings, crowns, amulets, piercings, tattoos, and similar decorations? Absolutely!
Shirts, pants, and dresses? Nope.
Suggestive clothing? Definitely nope.

But how about a tie? If it's Acquisitions Incorporated style game we're talking about, I'd love to see a BBEG that's a dragon CEO with a cute little tie.
In my opinion, a dragon in dragon form would not wear clothes (unless you were going for the comic relief "Puff the Magic Dragon" style). Clothes get in the way and detract from the majesty of the creature. Plus they probably rip much to easily.
On the other hand, a dragon would absolutely wear choice items from their horde. Rings and gems, necklaces, amulets, crowns - anything that might add to their appearance of power and wealth. They can impress their followers, other dragons and the occasional adventurer before they become a snack.
For dragons that transform into a humanoid form, they would absolutely wear clothes ... but would a dragon in a draconic form wear mundane clothing ... no, I don't think so.
Personally, I've never thought of this. It makes no true sense, but is probably the best dragon related idea I've ever heard of!

No, I'm just trying to be funny, but it breaks disbelief for me. You'd need the mainsail of a galleon to make a pair of boxers for an ancient dragon - and then it wouldn't have to dexterity to put them on, and they'd fall off because scales are hard and slippery, and also how would a dragon ever feel the need for clothes in the first place?

I can't stop another DM from putting clothing on their dragons. In my worlds, no dragon in their natural form would dream of wearing clothing. Adornments, yes:
[Bill chuckled as he poured the drinks, then asked, “Hey, would you mind if I stayed and watched you while you, ah . . . feed on the rock? I find it fascinating.”
“Not at all, Bill. Thank you for providing such a beautiful stone,” sent (the dragon) as she eyed the clear-blue crystals. It was a generous gift by any standard. “I trust you to watch over me.”
Bill sat in silent wonder as the stone under (the dragon's) hand slowly dissolved away, to move through her skin in rivers of color. By the time the mineral was gone, Bill was genuinely impressed. The (dragon's) skin and scales had turned a deep liquid blue. There in the low light, his first thought was that she had become made of water.]
