Ok, I wish I were proficient with generating monster stats and full descriptions... I had an idea for a "Kobold King" inspired by the possibly real phenomenon of rat kings (swarms of rats who live in a cramped space that get their tails knotted or stuck together). So a Kobold King is a swarm of 6-10 kobolds whose tails have gotten stuck and fused together creating a hive mind. It would be a low-level legendary creature, with the legendary actions representing the crazy things a pack of kobolds stuck together could do. Lots of melee attacks and special nasty kobold tricks such as tossing vermin, trampling medium or small creatures, etc.
Might I interest you in the idea of multiple kobolds standing on top of each other underneath a large robe attempting to function as a single entity? Ya know, for comedic purposes.

or you could go down the rut of an amalgamation of them in one big kobold mass the number of them would determine the stats of it but it starts at 50hp 15ac 12str 17dex 11con 10int 8wis 9cha Challenge rating 1 with action being a great club war cry Ranged Weapon Attack:+5 to hit, range 30/120 ft., one target. Hit on 4 (1d6 + 3) bludgeoning damage.
I think this is a great idea. you could even have multiple types of kobalds in the king, sutch as an inventor or even a draconic sorcerer

A kobold's nervous system is centered in the tail, just like how our brain is in our head. This accounts for the general wackiness of kobolds. Most suffer brain damage from having their brain located in an appendage that they drag around behind them. This strange anatomy can result in an even stranger phenomenon known as a Kobold King. This can come about in multiple ways. Sometimes a litter of kobolds are born with their tails all knotted up and fused together, resulting in one central brain controlling each body. The same result can occur when a cluster of kobolds are kept in squalid conditions or close quarters and their tails become stuck together in a twisted lump.
Kobold Kings are both terribly intelligent and terribly deranged. You can't say that they are not playing with a full deck. Their problem is that they have multiple decks all bunched together, the jokers are still mixed in, the four of spades is completely absent and forgotten, somehow there is a sixteen of diamonds, and one of them has a hand of uno cards. Never try to understand the machinations of a Kobold King's mind. They are able to come up with the designs for ingenious inventions and their many bodies allow them to construct their ideas with remarkable speed and coordination.
Kobold cults exist where the members intentionally knot their tails together to become Kobold Kings. These cults are often hunted and exterminated by Kobold Inquisitors who are fear being under the rule of an insane Kobold King.
