I've created my campaign and I'm starting to work on encounters, NPCs, places/maps, etc. I haven't yet sent out the invite to players.
1. Can all players see other player character sheets?
2. When I "create unassigned character" is that character only viewable to me (DM) until it's assigned to player (then falls under question #1)?
3. Where do I save NPCs and encounters at? Do I put those into DM Notes (Private) section?
4. What is maximum text length for the notes? Should I track all session notes here as well?
Is DDB only good for character sheets? I'm not seeing much in terms of DM tools other than just the reference books (which I already have hardcopy and now digital/DDB). Is there a DDB DM tutorial somewhere?
1. It depends on the Privacy setting of the character, but generally, all players can see all the characters within a campaign; if a character is set to "Private" only general information will be available (race, class and level, equipment, skills and abilities, feats) but no part of the Notes section of the character
2. They are visible to everyone

4. I am not sure there's an actual max length... I've written quite a lot some time ago and didn't hit any "wall"

For private/public characters, does public mean anyone (meaning anyone without DDB account, anyone with DDB account, or only those DDB account holders linked to campaign)?

It means anyone with a link to the character page and a DDB account can see it.

The only thing you can really share of a campaign is the "join" link, so whoever has that and a DDB account can enter the campaign by adding a character they already have created or by creating one from that link.

That is correct. To access any of the DDB tools (therefore including any campaign in the Campaign Manager) one needs a DDB account (just a free one is enough, though, as subscription has completely different benefits not connected to the actual access to the tools).
Also, if I created a character before I created a campaign, how do I link that character to the campaign? If I link that char to a campaign, will I be able to 'unlink' it and link it to a different campaign at a later date?
Once a player clicks on the Join link from your campaign, they will be given the option of joining with a character they have already made, or create a new one. Should one want to move a character from one campaign to another, that is perfectly possible as well, it is just a mean of removing the character from the first campaign and joining the new one using the link of the new campaign.
Be aware, though, that should the character have been created in a campaign with content sharing active, and then joins a campaign without content sharing, or with different resources available, the character progression will be limited to just what the player/new campaign has available from the marketplace (for example they run the risk of not being able to progress in a specific subclass beyond what level they had reached in the former campaign) [This is a bit complicated to explain so let me know if it's not clear]

If someone has a magical item, background, race, class, etc. from campaign A's shared content and then join campaign B (and B doesn't have same as A) what happens to those items, races, classes, etc.?

Copy the share URL of a public character, jump into a private browser so you're not logged in. It works.

They remain so long as they are not removed from the character.
