Spoilers for the Dragon Heist Module. If you are a player in this, do not click.
There is a magical spell that protects Waterdeep from dragons. This is explained on pg. 6 of the module in Ahghairon's Dragonward.
So basically, this means that no dragon can enter Waterdeep without being touched by the dragonstaff, which remains in the possession of the gold dragon in the hidden vault.
Now, that brings me to this next part. The 3rd level Force Grey mission is as follows:
So, my question is, how did this bronze dragon get into Waterdeep if the dragonstaff hasn't left the vault to touch this dragon? Unfortunately, I did not notice this paradox before having my group run the Zelifarn encounter. So now I would like to find a way that these two things can coexist here without stretching too far.
Is it impossible for these two strings of the story to coexist? Or am I not understanding Ahghairon's Dragonward correctly? If I am, any ideas how to explain this?
Bam. That's exactly what I needed, not sure how I missed that lol....interesting. Well maybe I can have Zelifarn (whom the party befriended) attempt to enter the city, but not be able to enter....I appreciate it!

The spell description says it doesn't extend into the harbor.
