Why not make them as actual characters? leveled up to maximum and equipped with legendary items and buffing them with legendary resistance too. For appearance i prefer the ones made by Liger-Inuzuka in deviantart. there is also theDURRRRIAN. in deviantart as well.

I'd say go the route of Arlong. The thing I'd have fun with though is a twist in that it'd be like the comics.
The players meet, during the course of the adventure, different NPCs who are heroic in their own right. Basically create them to be the pinnacles of heroism that your players are to become. Show them in situations that are beyond the capabilities of the players such as single handedly wrestling a giant, healing an entire city of a plague in one go, causing the crops of every farmers field to grow twice their normal return, standing between two armies who are known to have a blood feud and talking them into a truce for the first time in thousands of years. Then as they watch the BBEG summon his lieutenants, those heroes they saw earlier become these twisted versions of their former glory and do his dastardly bidding.
