Would a rogue (or anyone, really) have disadvantage on stealth checks to Hide while wielding a Sun Blade? I feel like emitting light in a 30' radius would make it pretty difficult to slip away into the shadows or duck unnoticed behind an object.

Whether it's possible to hide at all is up to the DM. In general I don't permit light sources to be hidden unless they are also not providing light.
Igniting the blade is a bonus action so in my game I make it so you have disadvantage of you choose to stealth with it lit (same with any bright light source).
If you're trying to stealth in pitch black night or a dark cavern I wouldn't even let the player roll. Unless the creatures you're hiding from don't rely on sight, carrying around a bright source of light shining freely is an auto-fail in my book.
