Tonight, my party and their allies are going to fight a large battle against four cults trying to commit mass slaughter and feed the corpses to a mouth under the city center. Thing is, the PC's didn't find out about it. I had planned for the magic circle painted in tunnels beneath the city (which the PC's do know about) to create a sort of vortex into the mouth, but that would also drag in a bunch of rubble, and there would be no room in the organs to use as a dungeon.
If its just a way to get the party invovled you could:
1) have them stumble upon the cultists moving a cart of dead bodies
2) have tentacles pop out of the sewer system and grab passersby and drag them underground, the tentacles being a manifestation of the big hellmouth thing.
3) have the cultists attack the tavern the party are staying at as its a source of lots of bodies most of which would be too drunk to put up much of a fight (especially if the ale/mead/wine has been poisoned before hand).
4) have the captain of the local town watch hire them to go investigate the disappearance of a local merchant/noble and have the party track the cultusts.
5) have the market place turn into a large mouth like opening with rows of teeth and tentacles (think Sarlac pit from Return fo the Jedi), the town watch hold off the surface attack but the party are sent underground to find the cause and stop it.

This reminds me of the Sarlacc image I saw a while back.
As for mechanisms:
(1) Magical Circles are Magical, it could filter out the majority of the debris and simply send creatures to the arrival zone as needed.
(2) Have the party fight cultists, and lose, returning to consciousness as they are being hurled into the pit.
(3) That "creature" is as big as most towns. If it's antagonized and starts shifting, it could cause a lot of environmental damage, and might cause a massive pit to appear, like a colossal Antlion's trap.
