So my friends wanted to do a western-style campaign so I came up with this idea. The story takes place in Eberrron, specifically Sharn, and the war was between magic-users and non-magic users. The pure devastation of the war magic turned Eberron into a barren wasteland filled with monsters and magic-filled mutants. But the non-magic side won due to pure numbers. After the war everyone moved to the one zone unaffected by the war and built a city there, Sharn. Meanwhile, Warlocks were banned, sorcerers were hunted to near extinction, Druids were exiled and the other magic classes were only allowed under government jurisdiction. Since magic was cut off from the public, people began focusing on more traditional technology. 50 years later, Sharn is a haven for technological and economic growth with a population of 1.5 million people, 25% of the population of the once great nation eberron. But crime is very present. So, we take a look at our party, half of the party are police, doing their best to keep crime down. The other half are criminals, who are arrested by the other half. As the party slowly gets to know each other on opposite sides of the bars, An explosion occurs in the prison causing massive casualties in prisoners and guards. The man responsible proclaims that this is the first of many attacks by the organization "The Arms of Creation" who have been hiding for years and are now ready to take revenge and destroy Sharn in it's entirety. So now the party that has survived and escaped must now track down and defeat this organization before it is too late. That's the premise But I am very open to suggestions and tips.
When you get to the scene of the crime maybe the criminals of your party could have been prisoners. You investigate the explosion and discover a tunnel partially obscured by rubble and perhaps someone detects a trace of a powder that has a slight shimmer. Someone walked through the powder and you can see lots of tracks leading away through the tunnel, though they disappear after 32 feet.
There are a number of prisoners in cells and one of the cell doors has been ripped off by the hinges. One larger cage has and open door.
You question the prisoners and one of them, an NPC, will tell you for some food that Boris Yeltzin was in that cell, when the explosion happened a pair of gauntlets came floating through the air. Boris put them on and rippled the door off. He then went to the other open cage and took out a half dozen urchins and made them go down the tunnel.
Turns out the children are the little brothers and sister of the other prisoners' and they want to help you.
The tunnel turns out to be a warren of tunnels that incorporates the city sewer system. The branch the tracks go down connects to 7 different mansions in the city.
