My brother swears by Meeples, which are incredibly cheap and simple human-shaped wooden figurines that are about the size of a miniature. It's one of those things where the form is specific enough to remind people of what they're meant to be, but the shape is still vague enough that you can just kind of assign whatever role you want to them. they come in a variety of colors, so you could simply say, "the green ones are goblins, the yellow ones are bugbears" or whatever you need for a given encounter. It's fairly easy to find some in simple fantasy shapes as well.
