I've been looking around and can't find the answer, I've come close, but here it is:
I'd like to make an evil character for Adventurers Leauge with the Hermit background. I have seen the information about the Season 8 Faction Agent, and I understand that in order to keep an EXISTING character in their faction, I'd have to change my background feature to Faction Agent. But, when creating a new character for Season 8, is it within AL rules to start them off with the Faction Agent Feature, but have all the rest of the proficiencies belong to the Hermit or any other Background, as well as starting off in a faction?
Hopefully my question is clear, get a little wordy at times.

The answer is that you can make up a background that suits you, but you can't make your own background feature. There are rules for doing this in the PHB right before the Acolyte background. In your case, you could take everything from Hermit except for the Discovery background feature and take the Faction Agent background feature Safe Haven.
One last thing to add is that backgrounds don't count for the purposes of PHB+1 so don't worry that the Faction Agent is from SCAG.

I don't think so. Lawful evil characters will follow the rules despite being evil. Neutral evil characters may or may not follow the rules it depends on what's best aligned with their interests. Chaotic evil characters may actively rebel against the rules just to watch the world burn.
When the rule is work together to accomplish this goal and don't undermine your party members, it makes a lot of sense that the only evil allowed is lawful and only in a faction which acts as the source of the above rule.
Since 5e has moved away from alignment having any mechanical impact, the game could just excise alignment in general and use the rule above as a metarule for players.
Remember we are talking about AL. Inter-player conflict is NOT allowed at all. Neutral and chaotic evil characters often have no role play motivation to go along with a party that wants to do something they don't. From a role play perspective these characters might be just as likely to attack, play tricks on, dupe, steal or otherwise negatively deal with other player characters. Although this is fine in a home game if the DM and other players go along ... it is not allowed in an AL game.
Motivated to minimize the likelihood of inter-player conflict driven by role playing incompatibilities ... it is just easier to leave out the alignments for characters that would be the most likely to cause such conflicts ... so no neutral or chaotic evil. Admittedly, you can get situations where chaotic neutral might run into a conflict with a lawful good character but from a role play perspective this would still be less likely to turn to inter character attacks (which aren't permitted anyway).

Your question is perfectly clear.

That’s why I think it’s weird. Allow players to RP their characters. Alignment is an artificial box that doesn’t particularly help the game.
But it could hurt it. That's why it's not weird.
