Season 10 is much more limited than season 9.
In fact it is so limited, that season 9 is still intended to be played for anything outside of the 1 season 10 campaign. Now call historic (or was it legacy?). Of course they haven't released any new rules about this like they said they would yet...

I had one player sit down for a 1st level game and already had 100 GP. (dex paladin that sold priest pack, tools, armor & 3 weapons and got studded leather and short sword).
I'm not sure what your point is, anymore. Yes, you can optimize equipment value, sell it for half, and buy things with the gold instead. None of that changes the fact that you are restricted to doing that with the equipment packages from the PHB and you must choose a background feature from the PHB or Safe Haven.

The potential for abuse will always be there. I still like Tasha's changes. i don't use them, but I know my friends manage to make even their joke characters into somewhat viable PCs.

Yes, as I said, backgrounds are not subject to PHB+1. The restriction is that they come from allowed sources (the "listed above" phrase). The only allowed source in Season 10 that contains backgrounds that I'm aware of is the PHB (and the ALPG itself for Safe Haven).
And yes, you can customize backgrounds, but you are still restricted to the background equipment and features that are in the allowed sources.
That's all I've said.
I will say I've never found people "cheesing" background equipment to be annoying. The most they can get from that is, like, 25-30 gold (Guild Artisan, selling a 50 gold tool), which they then pretty much immediately spend on stuff that ends up equal or less valuable than many background equipments, anyway. The martial classes can do far more in the way of initial equipment selling than any background, and they generally don't have much they spend money on outside of their equipment in the first place. They're usually just getting a modest head start on plate mail savings.
The "Seasonality" for S10 carried a lot of side effects (which WotC *still* hasn't completely sorted out, yet).
