DDB does not get to decide to ban anything in AL or otherwise.
If you are asking why there us no UA in AL, it is because the AL rules board decided not to allow untested and often unbalanced playtest material in the strictly RAW and carefully balanced organized league.
If you are asking why avariel is not on DDB, it is because WotC decided to archive that UA, and DDB does not host archived playtest because WotC told them not to.
Then we have to blame on WotC for not doing the correct things here..... I see
What correct thing? Bogging down an online tool with multiple unpolished, unprinted playtest material long after the test period has ended? Especially when most of that playtest material has multiple versions including a finished version in a published product?
Anyway, this has gotten slightly off the topic of "is it in the rules for organized play?" Which has been answered. If you want to use them in your home game, literally nothing is stopping you (not DDB, not WotC).

As DxJxC said, no. But we've had this text in the FAQ for the last season. This is still to be (if ever) hooked into the current season, though it's widely accepted by DMs.
You could mechanically build your character with another race (Aarakocra, and winged versions of Aasimar and Tiefling might be good options) and then reskin them as an Avariel.

Nothing from UA is legal in AL. It has to be from specific printed books (namely PHB, XGtE, TCoE, VGtM, and MToF).
