Interesting. I can see a shop just choosing not to run AL so that they don't have to buy modules or ensure characters follow certain rules but forbidding it sounds a bit extreme.
One of the advantages of AL is the less formal structure which can accommodate a changing set of characters/players every week due to real life scheduling constraints while still giving each player a bit of character continuity.
Not really relevant to my point so please excuse my non-response. I played at both and and was chastised by a management level employee when I asked if I could run an AL, game space permitting, at the non-AL shop. “We took a poll…”
So in my own defense I do not wish to name shops anymore. When Fall comes and wife is recovered I do not wish to poison my relationship with any shops locally for DMing/Playing.

That shop makes you join a campaign already established on your first game. “Bring a first level character…” and the DM tells what level the game is currently at so you can adjust your character to fit in.
A bit unusual but that is how the Games coordinator said the mentioned poll supposedly indicated the DMs/Players wanted things done.

Any 'adjusting' of a character beyond that breaks the Character and the adventure for all of the other players, essentially voiding the game as something they should be able to log and get credit for. No. I believe he was replying to my question about the non-AL shop and why AL was hated there - apparently they took a poll and decided to go with their own system (which is fine) but as you noted is not AL. However, since you were confused about it, others might be as well, so it is worthwhile pointing out that that is not how AL works in general.
