Given the current guidance, and the replacement of Mordenkainen's Tome of Foes and Volo's Guide to Monsters with Mordenkainen's Monsters of the Multiverse, exactly what races are currently banned from DDAL play...?
Please make sure to be taking Fizban's Treasury of Dragons into account, as that is the latest book with character option as I'm typing this...

To my knowledge, anything from the PHB, Tashas/Xans, MoM and Fizbans/Bigbys are legal.
All other books from a specific setting (Dragonlance, Ebberon, the various MtG books, etc) only allow those races if you are actually in that setting. Ie Races/lineages from von Richtens are legal in Mist Hunters or if you are playing DDAL season 4.
To the best of my knowledge SCAG, Tome of Foes, and Guide to Monsters are no longer legal for races/lineages.

I'll try to help out :) ... though any misinterpretation is on me.
There are a lot of races that can be chosen for play from AL legal sources.
First, there are several AL campaigns and characters have to choose a campaign as part of character creation which is fixed after they play their first adventure. These settings are Forgotten Realms, Eberron, Ravenloft and Dragonlance. Each allows the use of specific source books from which races can be chosen. All settings include the PHB, Xanathar's, Tasha's, Fizban's, Mordenkainen's Monsters of the Multiverse and the digital publications Elemental Evil Player's Companion and Locathah Rising. The newest version of races published in multiple sources are the ones that should be used.
Each campaign may have additional legal source books. Ravenloft uses the Ravenloft book, Eberron the Eberron book, Dragonlance the Dragonlance book and the Forgotten Realms campaign uses the Sword Coast Adventurers Guide (SCAG).
Other sources are NOT AL legal - eg, any Magic The Gathering settings books (Strixhaven, Theros, Ravnica etc - NOT AL legal)
To summarize:
1) Races that are NOT underlined should be legal in all of the AL campaigns (though I didn't verify them all :) ).
2) The races that ARE underlined are NOT AL legal unless there is a legal campaign listed next to the name. For example, GRUNG are not AL legal in ANY campaign. Owlin and Vedalken list Strixhaven as the source, while Leonin lists Theros, neither of these are AL legal campaigns/Source so these races are also not AL legal. On the other hand, Dhampir and Hexblood list Ravenloft as the source and can therefore be used in the Ravenloft campaign (which includes the Ravenloft book as a legal source in the player's guide).
The little v and e markings are just indicating which races have Darkvision and which are considered a type of Elf.
