Since AL has always added the non campaign books to the rules, I would say so. Especially since one of the talking points was if there is rule conflict between 14 and 24 PHB use the 2024.

Is that currently AL legal? I haven't hear anything official about this particular rule going into affect already.
Using potions as a bonus action is NOT currently AL legal since the 2024 rules have not even been officially released - there are only teasers and tidbits.
In addition, the AL Admins have made no announcements about the transition to the 2024 rules (they haven't even said if AL will transition but it is a good bet that they will do so at some point). The have also not made any comment on what adjustments, if any, will be required for existing AL characters to make them playable under the 2024 rules. At the least, it seems likely that the characters would have to transition to the 2024 rule set for classes and sub classes that appear in the 2024 PHB. However, at this point this is all guessing.
Currently, none of the 2024 material is legal for AL play and using that content or rules modifications in games would make the game itself not AL legal (even if some of the modifications like bonus action healing potions are popular house rules). If some folks only play amongst themselves then it doesn't really matter if the game is AL legal or not ... if the players plan to take the characters to other games with outside groups or conventions then it does matter though since AL runs on the honor system, the only folks who will know the characters aren't AL legal are the players themselves.
Greg Marks posted on discord that they would have an announcement about the 2024 release, but gave no time frame for when that would be or what scope it would have.
So, feel free to speculate. That said, we should expect it will boost the new rules over the old rules. Historically, they have generally tried to support character continuity in some form. I expect they will have some sort of conversion process whereby characters are rebuilt into the 2024 rules and support playing under the older rules until some sunset date at which time they will no longer support that. That is the guesswork of someone who has been running AL since its inception, but is not privy to any inner circle knowledge.
We had a DM discussion about this Friday. We are going with as long as the player makes a good faith effort to convert, we will allow for some strangeness. We also decided not to update our current pregens until they all gone. This mainly due to not wanting to waste paper we printed out. However if we get roped into supporting a con, we just pull the pregens wherever they be.
I am assuming use the 2024 book. Any previous printed Class, Subclass, feat, Background Spieses, spell, Other than was previously printed and DOES NOT have the same name as what is printed in 2024 is Usable. Do not know about Custom Backgrounds from DMG but may be bypassed with picking a non-updated background and adding Origin Feat and Stats to associate with the background.
Any comments on what AL may or may not do in terms of switching to 2024 versions is just guess and speculation at this point.

However, there are folks out there that rely on the free rules to play D&D, especially new players, and the free version of the rules won't be released until February, 2025. In addition, there are lots of folks who may not want to purchase the 2024 rules right away if at all.
In addition, can AL just assume that everyone has access to the new rules right away, including DMs who have to run the games? I think that is unlikely as well since it is pretty unreasonable to expect every DM who helps out by running AL to immediately purchase the new books. WotC may push the issue if they think it might drive sales though it could also cause significant ill will within the AL community which can often be the point of first contact for some folks who want to learn to play D&D ... so forcing a quick switch to the 2024 rules when they don't have all the supporting materials (MM, DMG, free rules etc) available might backfire.
Anyway, until the AL admins release some guidance, we won't have a good idea of how AL is going to develop as the 2024 rules are released.

I haven't heard anything official, but when Monsters of the Multiverse dropped, we didn't have a choice but to update the PC races to the new rules, so it wouldn't surprise me if the same went for the 2024 PHB.

According to the admins on the AL channel of the official D&D Discord they are expecting to make an announcement on Monday (Sept 16.)
