Par for the course when it comes to AL. Real shame they get rid of stuff like that without having some sort of archive or backup for when they switch over to new sites (anyone else remember how dndadventurersleague.org was a thing before they switched over Yawning Portal because reasons?)
I have heard- completely unsubstantiated at this point- that AL is going to be sunsetted, which doesn't surprise me at all. I figured the clock was ticking once they announced the new organized play, even though they said it would continue. I know our local organizer has a Community Meeting where we will be discussing our group and where we're going, so that may be what he will talk about. If this is the case, that could be why the link for this (and other AL things) don't work anymore.

I wouldn't be surprised in the least. It seems to me AL has been fizzling out while some folks at WotC are looking to make Legends of Greyhawk the next big thing. Heck, they've even renamed this forum from "D&D Adventurers League" to "D&D Organized Play" (personally I would have kept AL forum as is and made a new one of for Legends of Greyhawk, keeping them both under an Organized Play category to keep things separate and organized and less confusing to people, but that's just me, I don't make the big bucks at WotC).
AL will die, eventually. Although even if Hasbro and WotC are spending less time and money, many of the communities and creators are still going strong, so I doubt it will happen abruptly. Some communities are also working to convince them leaving the running of AL to the communities themselves. Personally I am not totally convinced how this will work out, but it has some potential.
For now I am pretending to be blissfully ignorant of the future.

While there are various other sources for Safety Tools, it'd be helpful if the official guide had something all DMs equally can reference.
