It is my understanding that in AL, there will be no enemy spellbooks for wizards to add to their own. However, many Adventure League modules include scrolls as part of the consumable loot. Can these consumable scrolls be scribed into wizard spellbooks or are they meant to be one shot disposable weapons in the same way potions of giant strength are?
Actually both. NPC spell books and scrolls are a reasonably common treasure item in AL that players can keep and both can be used as a source for copying spells.
ALDMG V9.1
"Spellbooks and items without mechanical properties (such as trinkets or other objects without a specified value) found in the encounter are divided equitably among the characters."
"Consumable magic items (potions, scrolls, ammunition, and soul coins) are equitably divided among the characters—resolving disagreements randomly if necessary."
Some of my characters (even non-wizards when a wizard wasn't playing a module) have spell books that they can pull out and allow other players to copy from if we happen to be playing at the same table.
As for copying spells, that is covered in the PHB:
"You might find other spells during your adventures. You could discover a spell recorded on a scroll in an evil wizard's chest, for example, or in a dusty tome in an ancient library. Copying a Spell into the Book. When you find a wizard spell of 1st level or higher, you can add it to your spellbook if it is of a level for which you have spell slots and if you can spare the time to decipher and copy it."
"For each level of the spell, the process takes 2 hours and costs 50 gp. The cost represents material components you expend as you experiment with the spell to master it, as well as the fine inks you need to record it."
You can make a copy of any spell you find and scrolls and books are both mentioned as valid sources in the description.
In all cases though, you have to pay the costs of copying the spell.
In addition, although it is a bit expensive, if there is a spell you really want, you can purchase a spell scroll directly and copy that into your spell book.
