It made ever so slightly sense to separate different subclasses and spells on the slim chance that they were unbalanced. So such imbalance has been found yet, but...
It did not make sense for any non-PHB race to be limited to PHB class options and vice versa.
And even the part that you could argue in favor for, started to breakdown when Tasha started reprinting everything that wasn't PHB or Xanathar's into one place.
I would have been happy just to have the two "Everything" books count as one source, but this is much better.

I've waited so long for this! I've always found it unnecessarily restrictive, especially when factoring the races from Volo's.
Now I can use that thrown weapons fighter12/monk8 I've been thinking about! WOO!

By chance I've never been much hindered by this rule, but I'm definitely happy to see it go away. :)
