Most of the general populus would become corrupt. As well as pets/livestock. A select few would figure it out and would probably band together to figure it out - of course, they would also need a pure water source.
And you have some spell casters that may take advantage of the situation. Extort the people in exchange for pure water.
It could be fun with a lot of political intrigue or it could be a bloody massacre.
It could even affect remote tribes of cannibals (if that's you're kind of campaign) that become corrupt because their food source is tainted. The ripple effect is endless, honestly.
